REQUEST FOR QUALIFICATIONS (RFQ)

CITY OF LEBANON, TENNESSEE

SOUTH HARTMANN DRIVE CORRIDOR LAND USE PLAN

The City of Lebanon, Tennessee, is in search of technical assistance

and professional planning services in creating a

South Hartmann Drive Corridor Land Use Plan.

The City is seeking written qualifications for planning services to develop a land use plan for the South Hartmann Drive

Corridor. The intent of this project is to help provide a working guide for policy development and implementation for the City

of Lebanon for the future economic, physical, transportation, and community facilities development of the South Hartmann

Drive Corridor area.

The following Land Use Plan elements, at a minimum, are expected to be revised and/or developed:

Goals and Objectives

Demographics

Housing

Economic

Public Facilities and Services

Transportation

Natural Resources

Land Use

The City would ask each submitter to describe their approach to the project when responding to the RFQ. The responses

should be brief, yet descriptive enough for the City to understand that method the submitter will undertake. At a minimum,

the submitter should describe how they would propose accomplishing the major tasks associated with the project, including

topics such as public participation, fiscal analysis of scenarios, plan development, GIS, innovation, and implementation.

The City anticipates that the Land Use Plan will be completed over a six - (6- ) to nine- (9- ) month period following contract award.

Respondents should have broad experience in citizen involvement, visioning, city planning, commercial growth and

redevelopment, landscape architecture, urban design, transportation, market analysis, and implementation.

Qualifications packages shall include the following:

Brief history of the firm, including areas of team expertise and

technical capabilities

Descriptions of relevant previous projects that key project staff

have played a central role in developing

General project approach

Names and qualifications of specific project staff that will play

the primary role(s) in this project; name of project manager must

be included

No more than five (5) references for similar projects. References

must include current contact name and phone number.

No more than three (3) sample products from similar previous

projects.

Hourly rates for project staff, along with any other fee schedule

and reimbursable costs.

Additional information that will assist the City in considering the

Evaluation Criteria outlined below.

Consultants shall be evaluated as follows:

1. Qualifications and previous related work of key project personnel, particularly with regard to working with

municipalities of similar size, government structure, complexity, and issues (20 points).

2. Qualifications and previous related work of firm, particularly with regard to working with municipalities of

similar size, government structure, complexity and issues, and including firm's experience in technical

areas required to successfully complete all comprehensive plan elements (20 points).

3. Understanding of project goals, and local issues and needs, particularly as expressed in their approach to

the project (20 points).

4. The demonstrated ability of key project personnel to organize and lead effective, productive public meetings

and in-house project meetings (15 points).

5. Quality of sample materials and qualifications package submitted (15 points).

6. Responsiveness to submission requirements (10 points).

The City may take any of the following actions after reviewing the submitted materials:

1. Contact respondents and request additional materials or supporting information.

2. Contract respondents for an in-person interview.

3. Prepare a Request for Proposals (RFP) to be sent to one (1) or more of the respondents.

4. Enter into direct negotiation with a respondent.

5. Re-advertise and/or reissue the original RFQ or an amended RFQ.

6. Determine that responses received are inadequate and/or that the services sought are no longer necessary or desired.

This RFQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred

in the preparation and submission of proposals or in anticipation of a contract. The City reserves the right to reject

any and/or all qualification packages submitted, to waive technical or legal deficiencies, and to accept any qualification

packages that it may deem to be in the best interest of the City. By submitting a qualification package, the consultant

hereby authorizes the City to contact references and make such further investigations as may be in the best interest of

the City.

Texas Eastern's transmission system extends from Texas, Louisiana and the offshore Gulf of Mexico area, through the

states of Mississippi, Alabama, Arkansas, Missouri, Tennessee, Illinois, Indiana, Kentucky, Ohio, West Virginia, Maryland,

Pennsylvania, New Jersey and New York, to its principal terminus in the New York City metropolitan area. The Application

seeks FERC's approval for Texas Eastern to construct, install, own, operate and maintain approximately 15.8 miles of

36-inch diameter pipeline looping segments, most of which will be either within or adjacent to Texas Eastern's existing

right-of-way. The Application also seeks FERC's approval for Texas Eastern to modify aboveground facilities, including

the installation of new compression and additional modifications necessary to allow for bidirectional flow, increased

horsepower requirements, and meter reversals at twelve existing compressor stations.

Specifically, Texas Eastern proposes to perform the following activities:

Construct approximately 9.1 miles of pipeline loop from approximate milepost (MP) 611.6 in Columbia Township, Meigs

County, Ohio to approximate MP 620.7 in Alexander Township, Athens County, Ohio.

Construct approximately 4.6 miles of pipeline loop from approximate MP 677.3 in Stock Township, Noble County, Ohio

to approximate MP 681.9 in Franklin Township, Monroe County, Ohio.

Construct approximately 2.1 miles of pipeline loop from approximate MP 698.2 in Sunsbury Township, Monroe County,

Ohio to MP 700.3 in Sunsbury Township, Monroe County, Ohio.

Install a new 16,875 horsepower electric compressor, building, piping, and related appurtenances at the existing

Tompkinsville Compressor Station in Monroe County, Kentucky.

Install a launcher/receiver, a 36-inch valve, and two 30-inch valves at approximate MP 620.7 in Alexander Township, Athens

County, Ohio.These facilities will be installed within the existing fenced boundary of the Athens Compressor Station.

Install a launcher/receiver, a 36-inch valve, and two 30-inch valves at approximate MP 681.9 in Franklin Township,

Monroe County, Ohio. These facilities will be installed within the existing fenced boundary of the Berne Compressor Station.

Install a new launcher/receiver, a 36-inch valve, and two 30-inch valves at approximate MP 698.2 in Sunsbury

Township, Monroe County, Ohio. These facilities will be installed partially within the existing easements and partially

within

the new pipeline loop permanent easement.
