Why can't government listen to citzens?

Other reasonable alternative routes were proposed for the sewer lines, but Lebanon officials have rejected them. Indeed, Lebanon has not been open nor transparent in making its decision, and threatens to employ the right of eminent domain to invade the Donnell farm and shove its plan to completion.

Why can't our local government listen to its citizens, resolve disputes in a peaceful, just manner, be committed to the common good and respect all living things including the environment, and especially including the Bladderpod.
